In order to protect society, the Qur’an in verses 60–62 of Surah al-Ahzab commands the Prophet Muhammad to deal harshly with the murjifun (those who spread panic and false rumors) and those who disturb national security, even ordering their execution. Given the severity of this command, the question arises: Is the criminalization of irjaf (Irjaf refers to the deliberate spreading of fear, panic, or false information—especially rumors that disturb public order or weaken societal morale) necessarily dependent on it being an organized or collective act? Or, considering the shift in power structures and the rise of media influence, can this offense also be examined as an individual act? This article, through a detailed analytical study of the verses related to irjaf, relevant sources, and contemporary media data, demonstrates that irjaf against the government can be realized individually, given the power of media. All the legal elements required for criminalization are present, and the force of media can effectively replace human agents in perpetrating the crime. Since the criteria laid out by the Shari‘a are consistent in this ruling, the punishment for individual irjaf can be applied—provided all the necessary conditions are met and no specific obstacles exist—in order to secure the protection of society.
