Primarily and essentially, the ruler is God, and secondarily and derivatively, this authority has been entrusted to the Prophet Muhammad and the infallible Imams. Just as a human has complete authority over all parts of their body, God has granted full authority over the public domain to the governing body. The Islamic ruler is an exceptional human being who is connected to higher realms and has reached the level of actual intellect and actual intelligibles. His imaginative faculty has naturally achieved its highest perfection and is always prepared to receive divine inspirations through the Active Intellect. A divine government led by the Perfect Human, aimed at securing both worldly and eternal salvation for humanity, is the ideal form of governance. In the absence of an infallible Imam, this responsibility falls to the qualified faqih (Islamic jurist) who is both fully competent and knowledgeable in religion. Once the traits and conditions of the ruler are identified, the necessity of following them and viewing them as role models arises. There are many commonalities between the views of Farabi and Mulla Sadra—for instance, both consider specific conditions necessary for the Islamic ruler. One distinction is that Farabi begins his discussion of the Islamic ruler from the perspective of society and civilization, while Mulla Sadra focuses on the deficiency of the human being and the need for an Islamic ruler for spiritual growth.
