The principle of nafy sabil (denial of domination) is one of the key foundations of the Islamic Republic of Iran’s foreign policy. It asserts that non-believers should not hold authority over Muslims and that their influence and domination must be prevented. Over the past two decades, the issue of Iran’s membership in the Shanghai Cooperation Organization (SCO) has been raised repeatedly. However, since many of the member states of this organization are non-Muslim, concerns have emerged regarding whether Iran’s membership could contradict the principle of nafy sabil. Nevertheless, the findings of this study indicate that joining the SCO does not necessarily violate this principle. However, it is crucial for policymakers and foreign affairs officials to exercise vigilance and adopt proper strategies to ensure that this membership does not become a gateway for Eastern powers to gain influence over Iran. This research is based on a library method, drawing on credible sources and expert opinions in the field. Through a comparative study of the provisions of the Shanghai Cooperation Organization treaty and the Islamic legal principle of nafy sabil, this study aims to provide a comprehensive analysis. It is categorized as applied research.
