The power network in the Islamic state is formed on the basis of Islamic principles and values. The main issue of this article is to examine the power network in an Islamic government by focusing on three key dimensions: the conditions for appointing Muslim officials, non-Muslim officials, and women in the political and administrative system, in order to clarify the Islamic criteria and indicators for determining the hierarchy of power and governance in an Islamic state.
The novelty of this research lies in distinguishing between wilayah (guardianship) positions and service-oriented positions and in providing a precise analysis of the requirements for each category. The research method combines dalalah (textual indication) and inferential reasoning.
The findings show that competence, knowledge, trustworthiness, and justice are essential conditions for officials. Employing non-Muslims in service positions is permissible under the supervision of the Islamic government, and the presence of women in non-wilayah and service-oriented positions is unobjectionable. Clarifying these issues not only enriches the literature of Islamic political thought but also lays the groundwork for a new analytical approach in comparative studies of political systems.
