Governmental–civilizational jurisprudence (fiqh)—as an advanced stage in the evolution of juristic knowledge—requires a structured framework for deriving rulings and designing socio-civilizational systems. One of the foundational components of this framework is the “systemic nature of fiqh,” which manifests at three levels: internal coherence, inferential structure, and external application. This systemic character can serve as the basis for a methodology of ijtihad in the domains of governance and civilization. The present study aims to propose a “systemic model of fiqh in the methodology of governmental–civilizational jurisprudence” by explaining and analyzing two principal approaches influencing this model: the systemic (manzumeh-based) approach and the concrete (inductive-contextual) method. The systemic approach, by emphasizing macro-level analysis, the internal coherence of the Sharia, and the interconnection between doctrinal, ethical, and juristic teachings, enables the articulation of comprehensive religious systems and the design of integrated governmental and civilizational models. In contrast, the concrete method, by focusing on real-world issues, temporal and spatial contingencies, and the alignment of juristic rulings with the actual conditions of society, possesses the capacity for rapid, problem-oriented responses to governmental–civilizational needs. Employing a descriptive–analytical method and utilizing an inferential approach, this research demonstrates that the complementary and hierarchical relationship between these two approaches can provide an effective model for systematizing the process of ijtihad in the sphere of governance and civilization. Such a model, on the one hand, is rooted in the internal epistemic coherence of fiqh and, on the other, is capable of designing and supporting social, political, economic, and cultural systems at the macro-civilizational level. The primary contribution of this article lies in clarifying the methodological mechanisms through which the systemic nature of fiqh can function as a comprehensive model for producing governmental–civilizational systems and responding to the evolving needs of Islamic civilization.
