Verse 21 of Surah Ar-Rum is one of the most pivotal verses of the Holy Quran in explaining the ontological (takwini) and legislative (tashri'i) foundations of marriage. While many commentaries and studies have focused on the moral, educational, and individual jurisprudential aspects of this verse, its political and governmental capacities in regulating state duties toward the family institution have been less explored. This research, focusing on this noble verse through an analytical approach, aims to explain the duties of the sovereign regarding family and marriage. The findings indicate that describing marriage as a "Divine Sign" (Ayat) obliges the sovereignty, as the executive arm of Divine Lordship (Rububiyyah), to protect the sanctity of this institution and counter deviant factors and patterns. Furthermore, the phrase "from among yourselves" (min anfusikum) implies the ontological equality of men and women and the necessity of observing gender justice and the fair distribution of resources. Based on this verse, achieving "tranquility" (Sakan) is one of the primary objectives of marriage and an inherent duty of the government, which necessitates mobilizing economic and cultural resources to remove obstacles to marriage and ensure the psychological health of society. Finally, the sovereignty must facilitate the emergence of "affection and mercy" (Mawaddah and Rahmah) within families through educational and media institutions and confront the barriers to this emotional bond.
