The message issued by Ayatollah Seyyed Mojtaba Hosseini Khamenei, the Third Leader of the Islamic Revolution, on June 4, 2026, coincided with three significant occasions: Eid al-Ghadir, the anniversary of the passing of Imam Khomeini, and the commemoration of the martyrdom of Ayatollah Khamenei, the martyred Leader. The message constitutes a strategic document that articulates the discourse of Islamic state-building and the continuity of the Shi'i political school in the contemporary era. The present study seeks to answer the following research question: What are the principal themes embedded in this message, and how do they contribute to explaining the discourse of Islamic state-building with particular reference to the capacities of governmental jurisprudence? To address this question, the study employs thematic analysis, following Braun and Clarke's (2006) six-phase framework, to identify, analyze, and classify the latent themes underlying the text. The findings reveal that the message is organized around three comprehensive themes: (1) Ghadir and Wilayah as the theoretical foundation of Islamic state-building; (2) the School of the Two Leaders as the historical continuation of the Divine Uprising (Qiyām li-llāh) in the process of state-building; and (3) hybrid warfare and the strategies for confronting it as the principal contemporary challenge. These comprehensive themes are further developed through eight organizing themes and twenty-five basic themes. The analysis demonstrates that, by interweaving these three commemorative occasions, the message constructs a coherent discourse of Islamic state-building grounded in the doctrine of Wilayah. Within this framework, Qiyām li-llāh serves as the central conceptual axis, while the intellectual legacy of the martyred Leader is presented as the continuation of Imam Khomeini's school of thought. In addressing the challenges posed by hybrid warfare, the message identifies public resilience and the soundness of officials' strategic judgment and decision-making as the two principal pillars of effective resistance. Furthermore, fundamental principles of governmental jurisprudence—including enjoining good and forbidding evil (al-amr bi al-maʿrūf wa al-nahy ʿan al-munkar), the Principle of the Negation of Domination (Qāʿidat Nafy al-Sabīl), and governmental rulings (al-aḥkām al-ḥukūmiyyah)—constitute the normative foundation of this discourse and play a pivotal role in explaining both the legitimacy and the effectiveness of Islamic state-building. The study concludes that the Leader's message extends far beyond a ceremonial statement. Rather, it should be understood as a comprehensive theoretical manifesto that elucidates the nature, historical continuity, and contemporary challenges of Islamic state-building within the Islamic Republic of Iran.
