Interaction with the international system, much of which is perceived as being dominated by illegitimate and hegemonic powers, constitutes one of the principal theoretical and practical challenges in Shi'i political jurisprudence and for the diplomatic institutions of the Islamic Republic of Iran. The central challenge lies in translating the theological and jurisprudential principles rejecting illegitimate rule into a coherent model of active, systematic, and diplomatic engagement within the international arena. This study seeks to examine the logic governing Iran's political conduct in confronting the global order by addressing the following research question: What is the pattern of engagement with the international system in Twelver Shi'i political jurisprudence, with particular reference to the thought and practice of Imam Khomeini and the martyred Leader, and how has this pattern been reflected in the foreign policy of the Islamic Republic of Iran? The findings indicate that the model of engagement in Shi'i political jurisprudence rests upon two fundamental pillars: revolutionary rationality and resistance-oriented engagement. On the one hand, this model rejects submission to domination by relying on enduring jurisprudential principles, including the Principle of the Negation of Domination (Qāʿidat Nafy al-Sabīl), the obligation to support the oppressed—particularly with regard to the Palestinian cause—and the preservation of Islamic dignity. On the other hand, by drawing upon dynamic juristic mechanisms such as public interest, secondary rulings, and governmental rulings, it advocates a prudent and strategic form of engagement aimed at safeguarding the nation's higher interests and legitimate rights, including its peaceful nuclear program.
The study further demonstrates that, within the doctrine of Iran's foreign policy, the international system is understood not as a rigid and immutable structure but as a dynamic and evolving arena that offers opportunities for civilizational engagement and transformation. Within this framework, diplomacy is regarded as an effective instrument for realizing the higher ideals of Islam while responding pragmatically to the realities of contemporary international relations.
This research adopts a descriptive-analytical approach. Data were collected through documentary analysis, drawing primarily upon constitutional and strategic policy documents, as well as the theoretical and practical legacy of the leaders of the Islamic Revolution.
