[English]

Animal sterilization is one of the common methods of urban population management and is increasingly implemented in modern programs by public and private institutions. Despite its apparent justifications for population control and disease prevention, it raises significant jurisprudential and political challenges and is subject to scientific controversy. This study adopts an analytical-critical approach to examine the various dimensions of this phenomenon from the perspective of political jurisprudence and Islamic governance, with the aim of elucidating its foundations, challenges, and effective governmental solutions. The findings indicate that sterilization, in addition to being inconsistent with certain explicit Islamic religious principles, is also presented in the study as conflicting with the Universal Declaration of Animal Rights (1978). The arguments advanced by proponents regarding the essential role of sterilization in population control and disease prevention are critically examined in light of recent scientific findings in physiology and biology and are argued to lack sufficiently strong evidentiary support. According to the studies considered, sterilized animals may experience, in addition to physical complications resulting from surgery and hormonal changes, significant psychological and behavioral disturbances that can make normal life more difficult for them.
The primary objective of this article is to critically examine the performance of governmental institutions in implementing sterilization policies. The study argues that this approach is not only scientifically questionable but also inconsistent with the fundamental principles of Islamic governance, which are based on mercy, justice, and preservation of the dignity of created beings. Ultimately, the article emphasizes the need for serious reconsideration of existing policies and the development of alternative governmental approaches based on a comprehensive understanding of animal population management and animal health. It also highlights the responsibility of the government to properly manage public affairs and safeguard the rights and welfare of living creatures.
