Islamic teachings encompass all dimensions of human life and provide foundations, principles, and practical approaches for all aspects of human affairs. One of the fundamental issues in religious thought concerns how an Islamic state should interact with other states, or, in other words, “foreign policy.” According to the Constitution of the Islamic Republic of Iran, the Supreme Leader is the highest authority responsible for decision-making on the system’s overarching foreign policy. An examination of his statements and speeches indicates that these decisions and views are rooted in Qur’anic and jurisprudential principles and teachings.Using a library-based methodology and a thematic exegesis approach, this study seeks to answer the following central question: “To what extent can the principles of foreign policy, with an emphasis on the thought of Imam Khomeini, be substantiated on the basis of the Holy Qur’an?” After clarifying the concept of foreign policy, the study examines and analyzes the principles of foreign policy in the Holy Qur’an, with particular emphasis on the thought of Imam Khomeini. The findings indicate that “rejection of domination” (nafy al-sabil), “Islamic unity,” “support for the oppressed,” “rejection of oppression and submission to oppression,” “fulfillment of international commitments,” “peace with non-belligerent states,” and “independence” are among the most important principles of foreign policy articulated in the Holy Qur’an on the basis of Imam Khomeini’s thought.
