While modern systems of governance often define security as an executive or policing output, this study examines “security” as a structural and foundational component in Imam Ali’s governance model based on the text of Nahj al-Balagha. The main question of this article is: What is the position of security in Imam Ali’s model of governance, and what mechanisms were designed to ensure it? Employing an analytical-interpretive approach and a library-based method, the study derives its data directly from Nahj al-Balagha and analyzes them within the framework of ideal governance. The findings reveal that, in Imam Ali’s thought, security is a multidimensional concept—individual, political, economic, social, judicial, and spiritual—and is inseparably connected with justice, accountability, transparency, and public participation. Imam Ali achieves security not through repression but through innovative mechanisms such as the “supra-personal rule of law,” “people’s free and fearless access to the ruler,” “protection of the rights of opponents,” “distributive justice,” and “systematic anti-corruption measures.” Drawing upon Imam Ali’s letters and sermons, this article presents a model of security-oriented governance that represents not merely a historical theory but a practical solution for addressing crises of legitimacy and security in contemporary governance, particularly in Islamic societies.
